If you are using PCSX2 you can fix the misaligned outlines caused by the upscaling by changing some settings in the per game settings menu. Set Half Pixel Offset to "Special (Texture)", Texture Offsets X: 300 Y: 500, and Skipdraw Range 3 and 3.
Did this and it works! You go into the settings in the game list before you boot it, and you gotta click a box that allows Manual Hardware Renderer Fixes under the Rendering tab. The Pixel Offset stuff is under Upscaling Fixes and the Skipdraw Range is under Hardware Fixes Hope this helps!

touching on what you said about Scouter & Android characters, when Scouter characters get damaged they lose their Scouter & they actually take longer to detect characters. not only that but Android & Scouter characters can detect people through walls as well.
The next game should absolutely have a multiplayer vs 100 mode where you swap the controller with friends or if you’re playing online, different players control different characters. Or an Endless mode where you see how far you can get for a high score. That’d be so fun 🤩
Heads up y'all instead of sending them away with square before an ultimate hold triangle to stun them instead and send ult. If it's a blast, and they teleport out somehow they're close enough that they'll get hit with the AOE
