The captain and crew of the Flying Dutchman were charged with guiding the dead to the afterlife. When Davy Jones broke this compact and stopped doing what the Dutchman was supposed to do, that's when they began to change. It's one if the multitude of reason why Dead Men Tell No Tales is hot garbage, there's no REASON for Will and the crew to start turning into fish people.
