What needs to happen is this: 1. Palestine is declared by the U.N. to be a state, as of NOW. 2. All Israeli forces are to leave Palestine immediately. All Israeli settlers in Israel will be allowed to leave but not required. 3. The UN brings in peacekeeping forces to Palestine, and runs the country until Hamas is eliminated, the humanitarian crisis (food, healthcare, shelter, etc) is dealt with, and stability is returned. Israel will not be allowed to enter or attack Palestine under any circumstances. Doing so will be an attack against the UN. 4. The UN will hunt down and remove Hamas using special forces strike teams, and NOT bombings or missiles. Much more surgical, with rules of engagement to protect civilians. 5. The UN will conduct a tight customs border enforcement to ensure the flow of weapons into Gaza ceases. 6. Once stable, free of Hamas, and the border is secure, the UN will craft a constitution based on democracy, human rights, antiterrorism, and peaceful coexistence with Israel. Elections will eventually be held, with candidates required to adhere to those principles. 7. Palestine will be politically sovereign, but not allowed a military. The UN will act as Palestine's police and military - but bound to following the directives of Palestine's elected officials, unless it contradicts the Palestinian constitution. 8. Over time, the military and police will slowly be converted into a Palestinian domestic force. 9. If some Palestinians, in this process, manage to get off an attack on Israel, they will be found by the UN police and answer for their crimes under the new Palestinian constitution. Israel may not intervene or attack, or their forces will be countered by the UN.
