No, it's the children and their parents that have failed the school system. Hence, they are failing themselves. That is the tough truth that many people in the community don't want to face. The community has to wake up and fix itself. When you "graduate" from grade 12 and you can't even read, then it is YOUR fault, and not the school's fault.

Utah, Idaho, Oklahoma etc. Look at whos in charge in this scandal, who is even surprised they can't run things properly. You kid should be able to read before even being enrolled in kindergarten. I don't live in Maryland anymore too . I used to live in The City 40 years ago . It's unrecognizable to me now . I support Unions. They are needed to represent workers rights. I also support accountability because corruption is everywhere there is power and money. Accountability is constant work and we must be bold enough to do the work instead of running away and giving away our power.

It's the students and their parents that are screwing themselves. That is the harsh reality that people don't want to face and they certainly don't want to state.

There's nothing wrong with having representation that resembles the consumers. Accountability is still work that must be done. Sitting back and not following up on leaders is not accountability.

The leaders are likely taking money meant for students/schools. Isn’t Baltimore 3rd in the country for spending per pupil…..with horrible results. And agree, a lot of it goes to parents and students as well.

I think it's fair to state that the students and the parents have failed themselves. That is the tough reality about the culture that people have to face. The solution starts with actually speaking the truth about what is actually going on. The teachers are victims of a failing culture that doesn't care and is sinking into the abyss. Point your finger at the students and the parents and the culture they come from.
