Would say both devices were properly de energised even before you said de energise. Mostly explosively, and with large amounts of energy. Was working on some equipment last week with a little capacitor bank. 48 15000uF 450V Nippon Chemicon capacitors, all in parallel, with I would guess 100kJ of energy storage in them at least, and equipped with some rather serious start up circuitry to allow them to be powered on. Not only one time delay relay, genuine Omron, but also a secondary back up timer relay as well, and with each one being a different series, and each running their own contactor, in series, to bypass the massive resistors, all with thermal cutouts on them, that provide the current limited supply to charge the bank up. Power supply is via a 400A breaker, and the individual inverter drives this bank feeds range from 10kW up to 22kW, each one driving it's own large servo drive. 7 in total.
