Is it possible to ramp control the noise on the lightning, so for the end contact points to makes the lines less noisy for example I wonder?

Yes you can, just do a distance test from the object where the particles are emitting and send them to different group where you have no turbulence.

I think lightning should follow storm breaker. What I want to say is lightning has static form, starting point of lightning should linked to storm breaker.

Very true, just add an object bind it shall work.
