To use the scrapyard, you must be seated in the cap'n seat, then click menu, find ship stats, scroll down and finally, press scrap.

Tyrannic is actually based on a Minecraft build name tyrannic made by cronosdarth

In each city there is a shipyard/slipway, a drydock and those actually work but there is also a scrapyard that is just for decoration

You don’t have to get into the scrap yard. You just have to hit the scrap yard and then press scrap. If you ship is too far away It will say your shitq too far away.

Looks like You're playing on a older version of tiny cities world so in the modern version all you do is press the button down

You can lunch and put ships in dry dock know and scrap them too I done it before
