It means that China does not invade other countries , and other countries should not think even about it. If you have an idea , especially Japan , disaster happens if you take any action. We know China's 9 dash-line does subject a large part of the High Seas to its sovereignty. In this case, the international community will be the accuser, not the Philippines.
