They have to keep repeating there intentions of flying over the area in order to keep a friendly open line of dialog with the Chinese naval operations on the man made island. This is just military banter back and forth by both sides you can even see the one American radio operator laughing at one point during the video while receiving a radio transmission. Mind you at one point you can clearly hear the frustration of one or two Chinese transmissions getting a bit heated yelling GO NOW! As the plane flew closer the transmissions became more angry and this is what can create a huge miscalculation in a split second. That is why this could become a dangerous game of cat and mouse. It only takes one mistake or someone to set off a missile or any kind of provocation to cause what could start the birth pains of a much wider conflict. I really don't know exactly what China is doing by building huge runways on these islands other then to be used as military advantages as well as being in an area that is vastly used as a shipping lane not to mention offshore oil pockets, but the US as with many other nations near by should also be flying over this area so that it appears to China as an international concern not only a US military concern. More countries need to get involved with the oversight of this China offshore land massing, or things could get ugly real quick.

These types of confrontations don't matter. The US plane is powerless and the Chinese navy down below is also powerless. No stupid decisions on either side would ever be allowed without authorization much higher up, which if you have half a brain, you'd realize would never come due to large scale political consequences. This is all just "play" following some basic procedures. The radio communication is mandatory but is naturally an endless waste of time due to circumstances. No need to make fun of anyone or read too much into any of it. The US plane isn't flying directly over the base because that would be going too far. The Chinese navy is doing nothing about the US plane because any action would also be going too far. It's not as if they didn't foresee this scenario. Whatever they wouldn't want the US plane to see, wouldn't be there to begin with.
