Roster stats editing is now possible, from 0 to 255. This is also why the trailer isn't out yet, was working on figuring this out.

Please be aware that editing roster stats may carry a risk of having to delete your save data to further edit stats, or return to the unmodified stats. I just encountered this - it seems that once an auto-save has occurred, the game stores your edited static_ps3.mpc file into the BLES01231/BLUS30738_SYSTEM save data, and you can get into a situation where you cannot change it back.
You will lose your CAFs and all game progress as a result, so if you want to edit stats, keep this in mind. We will be providing a stats file only when everything is finalised, to ensure the safest install. It should work fine as it is the first time the game is picking up edited stats file.
The edits made to the file after it has been saved into the SYSTEM data may not appear in game, and if so, it may not be possible to return to UD3's original stats. I recommend only editing stats if you are okay with losing what is in your save data.
After deleting your save data, launching UD3 with the edited stats file should work.

Open static_ps3.mpc in a hex editor (be sure to have a backup of this file).
Head to this offset: DE760

To find a specific fighter, a hex value directly before their section starts has their facepack number/ID for the most part from what I saw, which is really nice. A fighter's section is marked by "€E" or "€H" or a variation, generally beginning with "€".
For example, Rampage's section starts with "€H", which in hexadecimal values, is "80 48". His facepack number/ID is directly behind that, and it is "02", so it looks like, in hex values:
"02 80 48".
Each part of this is:
02 (Fighter ID)
80 48 (€H, beginning of fighter's section)
The fighter ID in hex is not always a number - well, it is, but hex numbers don't go from 00-99, there are different values representing the numbers between that. So for example, 14 is 0C.

Stats are generally all in block caps, so they are easy to see. Some fighters have multiple instances of stats in the file, so you’ll want to replace them all. An example screenshot of UFC Rampage's section is here: i.imgur.com/G0Mb14A.png
To view the stats code in numbers, you need to convert it from ASCII text to numbers. I like this converter: www.unit-conversion.info/textt...
I use this table to find the hex value with which I want to replace with: www.ascii-code.com/
You can choose from 0 to 255.
Skills, which are each symbol after the first four, are laid out in the same order as in-game, but it goes:

Attributes are not laid out in order, though. They are the first four letters or symbols, but they are not ordered the same as the game. Cardio is the first, Speed is the second, Strength is the third, and Footwork is the fourth.

When replacing stats, do not hit backspace if you make an error - simply write over the piece of code/hex value again with the correct letter, symbol, or value.
When replacing multiple instances of a fighter's stats, highlight the code or values you want to replace and right click, then select "Paste write". If you do not do this, it will add the code to what is already there, displacing the original stats code, and the file will not load properly.
Once you've replaced the stats you want, save the file and replace the existing static_ps3.mpc file in your game directory, under "GAMES/PS3_GAME/USRDIR/DAT". No reinstall is required. Launch the game, and the new stats will show.
