Well, all countries have drugs, however, some countries are known for producing them. Some countries have it decriminalized or fully legal to use. The prices of specific drugs are much lower and thus people see an area for making some money.

Question .. a person is chain smoker and takes 1 1/2 pack/day .. i.e., 30 cig/day; came for vacation for 21 days . The brand he smoke is only available in his country he had payed Tax /VAT for cig in his country ... what should he do ... I think avoid taking vacation to UK!

That sounds like sanctioned theft of money. You can surround it with all the reasoning you want, but seizing cash from people because they can't prove why they'd have it is sketchy. I get seizing food, drugs, cigarettes, etc... but cash...nope.
