Hi. Larry isn’t owned by the Prime Minister as his post is as Chief Mouser to the Cabinet Office located at 10 Downing Street. It doesn’t matter who the Prime Minister is as he’s not a pet. Being an old building there are sometimes rodents in the area and his job is to keep them away either by catching them or by his presence scaring them away. It’s the same with the cat who used to hold the post of Chief Mouser to the Foreign and Commonwealth Office around the corner, Palmerston.
