Ukraine is a predominantly Christian (orthodox if I’m not mistaken) country, that seems to be have higher levels of religiosity than much of Western Europe. Him having an Easter message doesn’t strike me as any more odd than when any other nation’s leader acknowledges a holiday celebrated by citizens or residents of their country even if they don’t specifically celebrate that holiday.

It's no different from President Biden, a Catholic, acknowledging Hanukkah or Prime Minister Trudeau, also Catholic, acknowledging Diwali. I expect a leader to recognize all important religious holidays, including those they don't celebrate.
