These guys aren't the ultra-Orthodox. They're Breslev Chassidim, a group following the teachings of Rebbe Nachman of Breslev who died in 1810. His message was that God should be worshipped with joy. Most of the Chassidim were wiped out in the Holocaust. This outpouring is a rebirth of spirit.
Not all breslevim are like this. The mojority of breslev is not adept of those ideas. This is a subdivision of Breslev called Nanach. These are nanachim.
