I remember playing it when I was a kid. When I was still a kid, during the summer vacations I spent in Algeria (my home country) from France, I'd bring my PS2 back every vacation to hack it. I remember getting all excited every time I asked for it. I was looking for GTA San Andreas, because I'd played it the first time and was thrilled by this game, which will always be the best for my taste. Then one day, as I was getting my hacked PS2 back, and looking at the games inside, I saw that GTA San Andreas wasn't there, but had changed its name (yes, I wasn't necessarily the smartest person at the time). So I played it, and... I was thinking, is this another version of GTA San Andreas? The graphics are "better", but why has CJ changed? And the city too? Can't I cut my hair? Well, I could change the clothes as I liked, couldn't I? But why is it pink? And I didn't like it at all at the time. I complained that it wasn't the GTA I knew. But, little by little, and year after year until I was about 10, I got used to playing it, and started to enjoy it. When I was about 10, I stopped spending my vacations in Algeria for personal reasons, and got my PSP. First I had GTA Liberty City Stories (which I also thought was a rip-off of San Andreas, but I learned to love it too and it's one of my favorite GTAs now) and I managed to get Vice City Stories too. And that's when I really started to appreciate it. I even finished the game in it. And here I am now, at my 18, considering this GTA as one of the best, probably even better than GTA IV or even V, in my opinion. This GTA is truly magical, and I find it too underrated, probably for the same reasons I did at the time, because it came out after San Andreas, and didn't have the same new features. But damn, it's really incredible all the same, especially for the PSP when I get the chance to think about it now! And I find it very similar to GTA San Andreas in many respects: gang warfare, gang activities, recruiting gang members, cycling! The ammu nation, the shooting gallery, and more... All of which is to say that GTA Vice City Stories deserves much more than it gets.
