That's not good while she is in the fight. She makes a good demolition worker or a construction worker. It's amazing that the enemies get up after being hit by the steel beams.
My guess is that the game was called something else in Japan and this is actually about post-apocalyptic vigilantes or something. Edit: Skipped to the end. Okay, nevermind, they are cops. If this is how _undercover_ cops operate in this presumable post-apoc shithole I'm frankly scared to think of what the uniformed ones are like... Probably make the Tank Police ("well Mayor I was thinking of issuing them nuclear weapons - if they can deter war they should deter street crime too right?") look restrained. Given the hilarious weirdness of this thing I have no difficulties believing these guys made the Metal Slugs.

A hidden gem I never saw in the arcades when I was young, and only knew years later thanks to MAME.

Fun fact: Rosa is an ex-vigilante (reference to Vigilante), and her partner and lover, Tomas is a nod to Kung-Fu Master. Also, the way the police van moves in the ending is a reference to Moon Partol.
It got bogged down by other arcade games. This is fun but I dont think its going to hold up with tmnt and simpsons. For one the first Boss will fling you to that trash compactor and no matter how good you are at the buttons you have 90% of escaping provided you know what it is but for first time players they tend to die there...a lot Still I like this game that I also want a sequel or a remake
Many amazing arcade games were developed and lost to time. It was hard for them to get popular since they were expensive and usually the people who could afford to buy Arcade Cabinets weren't willing to risk a lesser known title over a guaruteed money-maker like Street Fighter II or something
It was released after the decline point of the genre. The beat-em-up craze started in 1987 with the release of Double Dragon, soon followed by other hits like Golden Axe and Final Fight. In 1991 Street Fighter 2 dropped. Mortal Kombat came out a year later. By the time this was released fighting game tastes had largely shifted toward toward the "tournament" style fighting games. With strong competition in its own genre from licensed cabinets like X-Men or The Simpsons (and various Japanese favorites like Eight-Man) it was easy to overlook. Undercover cops is quality stuff, but it lacks familiar, beloved characters or a real stand out, first-of-its-kind gimmick. Irem only had 2 or 3 big arcade games left in it before it hit some bad years. Irem never returned to being an arcade superpower or A-List console developer. In the mid 90's most of their best developers formed a new company, Nazca, who developed the popular Metal Slug series.

Yeah, the female enemies in this game are a walking (well, hopping) nip slip. That seems pretty risque for an arcade game back then. But I noticed that they changed it for the SNES port, no nip slips there.
As refreshing as it is to have Rosa look as dingy and dirty as the rest of the world and other characters, deep down I wish she had one of them outrageous skimpy 90s beat em up outfits as an alt or something. I also love IREM, In The Hunt is one I really dig. Their artist was amazing and I'm glad they went on to Metal Slug. I also love these post apoc/cyberpunk beat em ups the most, they always feel like an old 1988-1992 anime OVA.
It seems like they own the rights to the songs, and uploading a gameplay video automatically flags it for copyright. Usually when this happens, the copyright holders just take any of the money earned from ads. This is the first time I've had anything get outright blocked from being uploaded. I'm surprised they not only released the copyright claim when I disputed it for fair use, but did so relatively quickly. I can't really complain.
I guess this game's soundtrack was released on a CD by them back in the day and that's why they have the rights to it. Though, they don't seem to have the rights to anything else from Irem or Hiyamuta, strangely enough. Also, I thought I would chime in that it's my understanding the world version was rushed to release ahead of the Japanese version. Irem later released an upgraded "alpha renewal" version to better match the Japanese version, but unfortunately, everyone seemed to have lost interest at that point. Shame they never made a sequel.
@Drew Sabastino: Ever heard of the Japanese electronics company known as JVC? Well, Victor Entertainment is a Japan-only record company that is a subsidiary of JVC. In fact, during the 1990s, Victor Entertainment released a LOT of video game music soundtracks strictly for the Japanese market, including one for Undercover Cops. I'm guessing that they tried to come after Iconoclast575 over some bullshit copyright claim regarding the game's music.
I was about to saying dressing as a martial artist isn’t a good cover but then I realized they were trying to join a martial artes based gang so it was actually a genius level play. It’s like they wrote the book on being an undercover cop

This was actually one of the first games made by the team who would go on to Leave Irem and develop metal slug. They also worked on in the hunt, hook, Gunforce 2/Geostorm and the metal slug creator was a play tester for R-type 2!
So she picked up what looks to be a 10 foot I-beam, and started swinging it around one handed? I'm not even going to discuss the damn stone pillar she yanked out of the ground, which for SOME REASON WAS INSIDE A PLANE INFLIGHT.
I was like woh, she's pulling entire frickin' stone pillars from the ground and using as a weapon. And then she picks up a car lol! And the jumping butt attack is kinda weird :P But this looks great though. I love the pixel art!

Looks great. I question a couple of things: 1) Muscular build yet she has jiggle physics 2) Strong enough to lift pillars and swing them yet attacks include hair swing, hip charge and... pussy destroyer? Either way, great beat 'em up.

Looks like another game developed by the soon-to-be nazca, like the gun force games and in the hunt. I like how she pulls out a little tv under the stone pillar in the 1st stage and it’s playing r-type.
Note that Moguralian Beta is saying “Sayonara!” and “Konnichiwa!” when burrowing and attacking after being knocked down. I think I yet prefer what I misheard those as, helped by the cauldron in the background: “Blood is power…Bloody Skewer!”.
Well the point of undercover is to make sure no one notices you. If there are no enemies left alive, than at the end of the day it doesn't matter how much noise you make.
