Thank you for the information that it does not expand their rights, but protects their rights to ensure access. Q: Even though the intent/role of Section 504 is one of protection & access - doesn't the development of an appropriate plan to achieve FAPE result in Section 504 EFFECTIVELY appearing the same as an IEP? Meaning is the main difference - the intent/purpose of each (Sec. 504/IDEA), but not necessarily how they each support the student in their needs?
