In this video I discuss the £650 Cost of Living Payment for people claiming Universal Credit, Income Related Employment Support Allowance, Working Tax Credits and the £150 Cost of Living Payment issued to people claiming Personal Independence Payment, Disability Living Allowance, Attendance Allowance and Armed Forces Mobility Payment.

Thank you for all your hard work making these videos. I pay my yearly PPP this month so after the payment of £108.10 I will be left with £41.90 UMMMMMMM what should I use it for I know a party over at Boris's house it should get me a nice bottle of ???L S??T. I've just got onto your site by accident and would like to offer some advice about going for assessments . I've been claiming various sick benefits since 2010 and during this time my health has deteriorated due to the whole nasty process of assessments etc. After every assessment I have had to go to ( about five assessments ) I quickly realised that these HCP,s were not telling the DWP the truth about my conditions. I started to make secret recordings audio and video to prove my case at appeal. Every assessment has had to go to the appeal court where I have won my case and did so by providing the appeal court with word for word transcripts of the assessments. I have for the second time applied for PIP ( gave up the first time ) but this time I appealed. After the assessment I informed the HCP that I knew she was not going to give me any points and would start on the appeal right away. I wrote on my mandatory reconsideration that I was just going through the process that I wasn't interested in anything they had to say. I told them that it was my intention to provide the court with proof of fraud by HCP,s by only submitting audio and video recordings of all my past assessments and then providing the proof of the court overturning the DWP,s decision in my favour. Just before my appeal hearing date was due I get a phone call from the DWP asking to discuss my case and yes it was agreed that the HCP should of awarded me points for my conditions. For the first time ever I got awarded a benefit without it going to appeal court and unbelievably the lady from the DWP not only awarded me the higher rate of mobility but also gave me the lower rate of daily living allowance. My advice for anyone going for an assessment is this ..... With regards to PIP you can ask for a recording of your assessment so do this but also if you can make your own recording do this in case their equipment fails to record. These HCP,s are not their to help us they are there to get us off the books and get paid a bonus. I have a video recording of an HCP terminating an assessment because she said I was being verbally abusive and the video evidence shows this is not the case.....she just wanted to go home on time ! I was furious because despite having an appointment I had waited for nearly four hours in the waiting room to be seen. So please people if you are offered an opportunity to have a recording take it especially if your health conditions are not obvious such as mental health issues. .

I'm having my own problem at the moment with a HCP. I was sent an appointment to attend an assessment for ESA, I told them I would if they could provide oxygen and a room where I could be left alone as they would need to make reasonable adjustments under the Equality Act as my condition constituets a disability my condition is Cluster Headache. Anyway they could not do this and said it would have to be a Telephone consultation. I agreed but I said would want this to be recorded, I then received a letter to say it would take place on 17/10/2022 between 1pm and 4pm.The 17th came and then at 10.57am I was woken by a call, I must add I had 7 cluster attacks from 10 pm till 04.30am I managed to get to sleep around 8am so I did not have a lot of sleep. The call was from a HCP saying she was working from home and she had been passed my case would I mind having the assessment now, I pointed out my appointment was supposed to be between 1pm and 4pm and I had agreed that the assessment would be recorded by the the assesor, she said she had no instructions for this, she said i could wait till the appointment time but I was vulnerable and this whole thing had been dragging on for weeks and i like a fool I agreed.We had the assessment and at the end asked her to make it aware on the report I did not get a recorded assessment due to Maximus clerical errors. Well I received a copy of the assessment, I turned the first page and saw that she had put that I had filled out the ESA50 form myself which was correct but it said Right Handed I'm Left Handed then I carried on and the lies after lies kept coming, she said I use 15ltrs of Oxygen a day I don't my Oxygen Flow is 15ltrs a minute it's on maximum that's as high as it goes for home Oxygen then you need to be at a hospital to get higher. As yet I have not received the DWP decision but I'm pretty sure it's not going to be in my favour. Anyway wish me well as I dissect the lies and get ready to ask for a mandertery review, sorry about the long winded reply but I just needed to get it out my system Good Luck To You.

@@laurencemorgan7488 I,m afraid that what you have experienced is the norm. Just write that you are wishing to have a mandatory reconsideration but explain that you are preparing to take your case to majistrates court for an appeal as you are unhappy that the assessment wasn't recorded as per your instructions and was coerced into having the assessment done with out one. That you thought there would be further delay to your case if you did not comply. Complain that you were unprepared for a spur of the moment assessment and that you had planned for someone to support you during your assessment and due to the change in your assessment time you could not do this. Don't go into lots of detail as it is usually pointless as for one they will believe the HCP and in all probability youwon't change the DWP,s mind so it's the court of appeal you need to concentrate on. You can either ask your GP to write you a letter on your behalf about your condition ( some GP,s make a charge for this ) or you can access your medical files under the 1998 Data protection Act. Doing an access on your medical records you can decide what sensitive information you give to the court. Your GP surgery should print off any copies you require. Do not under any circumstances allow the DWP to access your medical files. If the DWP insist that they access your files ( they shouldn't do this normally but they did try it with me) Give your permission but immediately tell your GP surgery that they can only view documents relation to specific things that are relevant to your conditions. Concentrate your energy on your appeal case. Try to get an advocate from Citizens Advice or other advisors and if you can take someone to just give you a bit of support. An appeal hearing is not something to fear as you should have a judge and a doctor hearing your appeal and they would have read your papers before hand. My experience with the appeal court process is that above all it is fair. What ever you do keep going with your claim, do not give up as this is exactly what they want you to do.

I should be on the sick But the DWP Dr reckons there's nothing wrong with me because I can walk up three steps " lol To me these people should come out to your home and see how you live day to day never mind just sitting there talking to you in a office for 20 minutes my advisor knows there's something wrong with me But he's hands are tied So I now after look for jobs everyday on the internet and log it on my universal account and go on these daft courses which must be costing the taxpayer millions . And even one of the tutors said on my last course YOU shouldn't be here you should be on the sick I said I know But you try telling them " that ... To me they give pip to some of the wrong people I have got to do this ,go through the motions otherwise I will get sanctioned and I will get no money at all 💰. But if I was a druggie or an alcoholic or a gambler I would get left alone ; meaning you don't have to look for jobs and go on your universal account every day so I am right the government looks after the wrong sort of people .😡

I worked on minimum wage in the UK all my life as a single guy (isn't it brilliant to be on universal credit ) and not being a druggie or alcoholic or gambling person.. I am better off now then I've ever been And now we are getting a pay rise in April and we don't even have to get off the couch Brilliant " this country is so soft ; I take advantage of it I'm nearly 60 years old now and i wish I knew this when I was 18 Because I would never have worked...... like some people I know Who left school at 16 and are now 61, and have never ever Worked not even fiddled not even worked in a charity shop for free NOTHING But is still entitled to his pension when he hits 67 like all people who have worked and paid into the system So I am now taking a leaf out of his book Because I can't work anymore Because of my disability But the DWP Dr , reckons I'm ok ? I have no sympathy for it all The way this government can just waste £ 37 billion on track and trace And then nobody is held accountable for it so if the people who are in charge take the Mickey " then I can

Hi skler I’m the same as you contribution ESA so I get nothing because Iv worked and paid my taxes. I’m gutted Iv had to use my house as collateral to have my bathroom adapter for myself so I can wash myself safety. I applied for this grant to be told I was on the wrong ESA so I have to pay. I was gutted so upset and made me very angry. The keep us on this so they don’t have to pay more money. People who are capable of working but can’t be bothered get it all. I feel Iv been punished for asking for help yet my esa I pay tax on helps support those on income ESA how is that right. At least I can have pride in knowing my little handout was because I have worked. This isn’t for those who are unable to work but those who simply can’t be bothered so frustrating

There’s at least tens of thousands and perhaps over one hundred thousand benefits claimants who owe council tax arrears some of which go as far back as the 80’s poll tax and the arrears are taking off their benefits as well as the council tax deduction too. The DSS and council cannot tell the claimants how much they owe and when it will be repaid. If a claimant was to fight this deduction in court the claimant would no doubt win because it cannot be known how much council tax is owed. Someone should find a council tax owing benefit claimant and do a test case. A win would result in some money being paid back to the claimant.

I'm on contribution based ESA (support group) for the last 3 years and I get nothing. The government keep us on contribution based so we don't qualify for any help.

Is anyone coming to the realisation that the DWP are :- quote from a question I posed , as to why I haven’t received my face to face assessment form as my time is now overlapping the maximum three years for my benefit/work group , before reassessment . Anyway having put it to them “ why “ , I was informed that “ they are not currently doing assessments “ .

What happens with the cost of living payments if partner is in receipt of child tax credits and there is a joint award for income related ESA? Who gets the payment and will there be payments for both benefits?

Thank you for the explanation but please clarify this for me, I made a successful claim for UC on the 29th of April, got my first statement on 30th May and had my first payment on the 3rd of June, does it mean I don't qualify for the first payment?

I am also in the same boat alongside esa. I get contributionry based ESA (i know i dont qualify for this benefit) however i do get universal credit as i was awarded LWCRA. I'm not sure if I actually will get it but I was reading if you got a £0 payment before 25th May you are not entitled to it. I applied in january 2022 and got my first payment 5th june so missed by a few days. There is a questionaire i found that's now on the gov website under government where they will contact you in 2 weeks if you haven't got it now its hit the 31st july deadline.

If you are unsure you should contact the DWP on the helpline that is printed on your award letter and they will tell you if you will receive it.

I’m on contribution esa we get left out on everything. Iv just had to pay for my bathroom adaption to walk in shower as I’m disabled but as I’m not on ESA income don’t get housing or working tax credits so Iv had to put a lean on my house so when we sell or die they take the money from my house. It’s not right I worked 38 years paid my taxes but the disability facility grant isn’t for me ( disabled, can’t work, paid taxes ) benefit isn’t for me as I don’t claim all the other benefits. Sorry food goes up gas/elec up but I’m not entitled to any of it. People who get it all can claim yet illegal immigrants can claim it all. Was it worth working? Hmm

Hi Stuart I am on PIP, Standard Daily Living I also work, 16 hours my partner clams DLA both high rate, we get tax credits, my partner is on ESA contributions, does her ESA block us getting the cost of living even though we are on Working Tax credits

It is unusual for someone to be receiving contributory based ESA and non-contributory based ESA at the same time, unless you are talking about 2 people on a joint UC/ESA claim?

@@StuartMcGoo I receive both Contributions based ESA and Income based. The income based part is my PIP additions and support group portion. The main part of my ESA is from contributions, I also get credits for my NI pension stamp/contributions

PIP....I love this organization....10 months ago I fell off the second floor roof, shattered both my legs into pieces one had surgery. I spent 4 months in a wheelchair, now 6 months on crutches and torn tendons and needing a second surgery, and despite problems they refuse ...I have collected 0 points.We have been talking on the phone for 10 months, I have been waiting for help for 10 months, they lie that one of the forms was lost by royal mail, then they send an MRN in which there is nothing of what I said on the phone or sent as evidence. This is a criminal organization

whats diffrence between contribution and income based?

one is based on your national insurance contributions so you don't have to have a financial assessment to receive it, the other requires you have that financial assessment to work out the rate you will be paid.

If I didn’t get my cost of living payment in 2021 because I was waiting for a decision after the assessment, can I still claim for the cost of living payment from 2021 now in 2022? I started my claim around April 2021. is there going another payment coming up this year?

No that cost of living increase is not back dated so if you didn't get it at the time you won't automatically be issued with it.

Paper assessments are good because the information is recorded and can be referenced at a later date if you need to appeal.

Sadly, I am not. However there are many organisations that can support you in London, many of which are free of charge. Google "disability support" and the name of your borough to find out more or go to your local borough website as there will most likely be a list of local support services on there.

Hi, I’m no expert but from what I gather you should receive the £650 cost of living payment because you are on UC. The £650 will be split into 2 separate payments, 1st payment of £326 paid on or after 14th July. As stuart mentioned in the vid if you don’t receive it on the 14th just keep checking. The 2nd payment will be paid in autumn for £324. As you receive PIP you will also receive £150 in September. If you are a pensioner entitled to winter fuel allowance then you will receive a further £300 in November/December. A £400 credit will also be added to your utility bills around October regardless of circumstances as the £400 is being given to everyone. All of the money will be paid on top of benefits usually received and is tax free, does not effect any other benefits and isn’t subject to the benefit cap. All in all you should receive £1200 if your not a pensioner and £1500 if you are. Also you don’t need to claim any of the cost of living support as it will be done automatically if your claims were in payment on the 25th may 2022. Hope this helps 👍

Hi, i am in the support group for ESA (contibution based. I know I do not qualify with this benefit) but i receive Universal credit also. Am I entitled to the payment? It's very confusing. Many thanks

If you are on ESA under UC and it is contribution based then you most likely will not receive the payment, however if you call the helpline number they will tell you definitively one way or the other. The number will be on your award letter

If you call the helpline number on your award letter they will tell you definitively whether you will receive the payment or not.

I've just had my WCA and I'm now eligible for LCWRA on top of UC..I thought I was going straight on to ESA but it's not been made very clear to me. My payments have been backdated as LCWRA payments. Any idea why?

So you are on the ESA element of Universal Credit and you have been added to the Limited Capability for Work Related Activity group which means you should not need to look for work at this time. Your payments will be back dated to the date you would have been first identified as being eligible for the benefit, which will predate the date of the decision.

@@StuartMcGoo Citizens advice told me I wasn't eligible for ESA because I was self employed. I did get back dated money and now because I'm on LCWRA they told me they'd help me fill the PIP form in over the phone but I'm not expecting any PIP, however they said they'd help so nothing to lose I guess..ty for replying Stuart 👍

Hello I wonder if he could help me please I am currently claiming pip I have just been awarded high rate care And I got 10 points for my mobility This being I can walk 20 meters but not more than 50 meters Before my review I was getting high rate care But I only got 4 points for mobility For psychological damage when travelling alone But no on my new reward I am not getting those 4 points any longer but my condition has not changed if I ask them for a mandatory reconsideration will this be taken into consideration therefore giving me 14 points Any help would be greatly appreciated thank you Any help would be greatly appreciated thank you

you certainly could argue that those points should not have been taken away if your condition and it's impact on you has not changed, however at each stage of review, even MR, your award could go up, down or stay the same. Only you can decide if it is worth the fight at this time.

Can I claim universal credit and not look for work. I have mental health issues but look well so probably wouldn't pass any health checks.

If you are not fit to work you will need to be signed off by your GP and claim Universal Credit - Employment Support Allowance element

I’m disabled and get DLA and that crappy extra £150 is a slap in the face. Like why are disabled getting less than able bodied people? Feels like discrimination to me.

the cost of living payment under UC is for people who are on a low income, a person may be receiving PIP/DLA/AA but not be on a low income. If you are on a low-income you should be assessed for UC - this is the DWP reasoning, agreeable or not

All of this will just back fire as Ricki Sunak is doing the same as the Furlough as he's treating everyone differently and discriminating though's who can't work on the support group, Who to say that still those on the support group can't cope, as only income base esa will get it and universal credit people, not the support group people, This system completely stinks as Wishy Washy is more for the working person and for those who can work. can see protests and people complaining saying it's not fare being means tested, And who to say that it's the best system they have like he says, it's gone from bad to worse since universal credit took over as it's like a strew pot, everything tost in one pan Bet he and his cronies would last a day if they where a normal UK person living

I have applied for pip I am in support group ESA (contribution) and UC , I have been told my assessment is tomorrow ,,,,,however My support worker phoned them up and told them I have not sent the forms back yet , the telephone advisor said “don’t worry she does not have to as you (the support worker) made the claim for her on the phone” (I was present when he made the claim on my behalf ) my support worker was flummoxed when he phoned and asked about my assessment as he has never heard of this before and he asked his colleagues in the office if they had ever heard of this before where no forms had to be filled and it was straight to a phone assessment because “a support worker” had phoned on a clients behalf ! Have you ever heard of this before where no forms had been filled beforehand ? Any advice ? Thank you

I have never heard of this and I wouldn't personally take that information as definitive, I would try to confirm that through a different person in the department your support worker spoke to.

@@StuartMcGoo well I had my assessment and apparently they do this occasionally, I asked the question to the assessor and ,,,,yep now and again if a support worker applies on your behalf sometimes no firms need filling ,,,,just a case of wait for your assessment! The assessor wasn’t sure how long it’s been a “thing”:to do it this way as she had never come across it herself with doing assessments ,,I was her first with no forms ! If anyone has any questions on how it went ,,just ask me :) ,,,,,now whether this is a good thing not having to fill forms in I don’t know but like I said time will tell ! Fingers crossed although I’m nit holding my breath for positive news but I’m one of life’s pessimists ! :)

Hi , I was wondering if you had any idea why I have to be assessed again for PIP,? I had my assessment on the 29th of July and received a letter yesterday telling me they need to make an assessment on the 6th of September , I assumed it was an admin error so I called them , they said to me it wasn’t an admin error and they need to assess me again to make sure it is accurate ! Has anyone come across this scenario before ? Thank you in advance for any advice . PS I’ve never claimed pip before .

Happened to me too, when I was diagnosed. I ended up long term ... then PIP came in ... and I found myself going for new checks every two years to see if degrading conditions had gotten any better. Its so stressful and embarrassing to have to go into a meeting with a non-medical staff member, often a young male.

You be tried to get pip but keep getting told I’m not eligible even though I’m in a support group on esa an have been for years due to my adhd I also have severe nerve damage so I struggle getting around but for some reason I don’t qualify even though my my doctors tell me I qualify.

I'm not sure what you mean by being told you're not eligible. Have you gone through Mandatory Reconsideration and Appeal process?

@@StuartMcGoo no I didn’t appeal because I just found the process draining an the women made me feel like I was lying about my condition . I’ve recently just found out that what I thought was anxiety attacks aren’t an are actually angina attacks so I might try an apply again an stick that on there .I think I’m just one of them that they keep refusing because I’ve got friends that get pip an are no way near as bad as my conditions ..

Unfortunately you would have to do a mandatory reconsideration and then appeal. The system is designed for you to give up at the first hurdle.You need to find an advocate to help you through the process. Go to or contact your local Citizens Advice centre and they should help you. You can ask your GP surgery to either provide you with a letter about your medical conditions ( they may make a charge for this) or access your medical records under the 1998 data protection act and just photocopy relevant medical notes. ( Don't give the DWP access to your medical records). You must go through the process please don't give up as that's exactly what they want you to do. If you go for a PIP assessment ask for a recording.

It is usually within 3 months of sending the form back, but sometimes it can be delayed a little.
