By his time the HRE was pretty much defunct in all but name and had devolved into just being a battleground for Austria and Prussia, with most of the area hopelessly stuck in a feudal past and outdated concepts that the rest of Europe had already done away with. The internal feudal division of the HRE became worse and worse as time progressed. At the time of its founding by Otto the Great, there were only a few independent estates within the HRE. By the time of Voltaire, there were hundreds.
