Upwork is best for finding long-term higher paying clients but you can use both. fiverr is best for short projects opposed to long-term clients. Best of luck!

It depends on the job you're doing, in certain areas like writing Upwork is very oversaturated but fiverr has become filled too with certain jobs, my main point is that it's easier to get long-term clients on upwork because fiverr is all based on doing order after order rather than just establishing a long-term contract. I'm not on fiverr so I can't speak to it extensively.
