When a u3o8 producer like Ur Energy enters a contract with a utility, who does the enrichment and finished fuel manufacturering?

Spot market is very thin! Any of these producers talking about selling significant (or any?!) lbs into spot right now are crazy. Cameco just talked about this the other day. Maybe one day but that day is not yet here.

They aren't talking about millions of tons. Most of their uranium is contracted and should be going forward. They are talking about small lots that are leftover.
