The will to do it is there, the will to suffer the consequences less so. And Russia is trying to point out that we're willing to break one of our "sacred tenets", upon a lot of the trust in our banking systems is based. Are they being hypocritical? Yes. It's the job of courts not governments nor people to decide whose assets should be confiscated to compensate what. If you feel there is no entity responsible for it, then congratulations, you found an international legal vacuum, and we should fill it with equal rules to all. Doesn't make sense Russia gets their assets confiscated for indiscriminately attacking Ukrainian cities while Israel makes collective punishment their business as usual policy with 0 consequences. The major economies of India, China, Saudi, and UAE, which you mentioned, hardly make up a quarter of global GDP. Most of their trade is done with other countries. To trade with other countries, they will need dollars. BRICS have talked since its inception about creating a common currency but no alternatives have been approved. This is because any shared currency would be completely dominated by China. Pretty much like how the Euro is dominated by Germany, but to a much greater extent in China's case. Also, American superpower status is not just based on the dollar. The strong dollar allows America to borrow for cheap on international markets, but the US also has a ridiculously strong military, huge oil reserves, and one of the most diversified economies in the world. Question: If the US has had money lying around in Iraq while the US attacked Iraq wouldn't Iraq use the money in the fight against the US? Because at the moment if you see the whole picture Russia is attacking every European country and because the US is their closest ally also the US. The US is not supporting Ukraine because the US is such a nice country that hands out money to countries only because it got attacked. The US is not an ally of Afghanistan. So there is no reason for the US to send money there.

Indeed, it has been said that democracy is the worst form of government except all those other forms that have been tried from time to time" - Winston Churchill, former British PM and supporter of apartheid regimes😁😬 No one is perfect. And governments are made of people, which makes it not perfect.
