Defence companies who supply weapons are paid money by the buyer who is given a loan, the loan giver gets interest like any other debt. every country has debt and pays interests for various projects.

it is actually distribution of resources For US. US will like to have India also in the SQUAD, so that it can benefit it's allies through India. Squad purely seems to be a need based grouping, Philippines actually needs far more support when countering China than India needs when countering China.
