If your photo doesn’t move when you press, then while putting the photo in your lock screen you can see two buttons in the bottom middle, the one in the left is the correct one (set it on)

Well I try it and it pretty much works, and the way I do it, I put it in on lock screen only, not both screen, only lock screen. So that way it works :) hopefully this helps
