Could you recommend a good rod for pulling Dipsy?

To keep your dipsy from spinning LET THE LINE OUT WITH THE CLICKER ON! Do not free spool nor use your thumb to control descent. If you forget even three feet into the water, reel it back in, inspect and start over. Happy fishing.
