राजन जी नमस्कार, मैं भी उत्तराखंड से ही हूं और मैं यह कहना चाहता हूं कि इस देश के सभी नागरिको को कहीं भी रहने की स्वतंत्रता है चाहे वो उत्तराखंड ही क्यों न हो। चिंता का विषय यह नही है की लोग उत्तराखंड में आकर बस रहे है बल्कि चिंता विषय यह है कि कुछ पैसे वाले लोग यहाँ का व्यवसायीकरण करने में तुले हुए है और अगर ऐसा चलता रहा तो एक दिन ऐसा आयेगा की उत्तराखंड भी दिल्ली, नोएडा और गाजियाबाद जैसा polluted शहर बन जायेगा और जिस उद्देश्य से लोग यहां रहने के लिए आ रहे है जैसे कि pollution रहित वातावरण वो उद्देश्य फेल हो जायेगा । इसलिए भू कानून से सिर्फ ऐसे लोगो को नुकसान है जो सिर्फ व्यवसायिक प्रवृत्ति के लालची लोग है। लेकिन जो लोग प्रकृति प्रेमी है इसे नुकसान पहुंचाए बिना यहां बसना चाहते है उन्हे भू कानून से घबराने की जरूरत नहीं है। जैसा कि आप ही ने कहा की सवा नाली जमीन तो ले ही पाएंगे। इसीलिए आपको किसी को कोई जवाब या सफाई देने की आवश्यकता नहीं आप उत्तराखंड में कहीं भी जमीन लेकर रहने के लिए स्वतंत्र हैं। मैनें आपके 3-4 volgs देखें हैं मुझे बहुत अच्छे लगे और आज ही मैंने आपका चैनल भी सब्सक्राइब किया है। धन्यवाद।

उत्तराखंड के निवासियों को भी उत्तराखण्ड के बाहर किसी बाहर राज्य में जमीन लेने का अधिकार नहीं होना चाहिए। ये कानून भी बनना चाहिए।

राजन जी। आप सौ परसेंट सही कह रहे हैं। Actually ये दो किस्म की जमात है एक जो वो needy हैं और अपनी जमीन बेच रहे है। और दूसरे वो हैं जो खुद शहरों में बस चुके हैं, जिन्हे उन हैं के गरीब लोगों से कोई लेना देना नहीं है पर सोशल मीडिया पर काफी एक्टिव हैं कि उत्तराखंड में जमीन मत खरीदो, बढ़िया हो की ये लोग भी हमारे दिल्ली, गुड़गांव और नोएडा जैसे शहरों को खाली कर दें और अपने उत्तराखंड वापिस आ जाएं और उन लोगों की फाइनेंशियल मदद भी करे, बजाय की बातें बनाने के। वैसे उन लोगो को क्लियर कर दूं कि हम जबरदस्ती नही बल्कि पैसे देकर जमीन खरीदते हैं वो भी इनकी बंजर जमीन की महंगे दाम देकर। और एक और बात उत्तराखंड किसी की पर्सनल प्रॉपर्टी नहीं है! देश सबका है और देश का संविधान किसी भी नागरिक कौ कहीं भी बसने का अधिकार देता है। सो, please live and let the others live.

Problem is not with you like people. U people r most welcome. But problem is for the outsider people who purchase agricultural land for making large resorts, hotel, Restraunts etc.. In UK agricultural land is left only 9% of total land area. That's why native people needs protection.

अबे ज्ञानचंद इतना ज्ञान पेल रहे हो की प्रकृतिप्रेमी हो। अगर प्रकृति प्रेमी है तो बाबाओं की तरह रह पहाड़ों में, इसके लिए जेसीबी से पहाड़ खोद के जंगल में प्लॉटिंग करना जरूरी नहीं हैं। लाखो साधु संत, नागा बाबा सब उत्तराखंड में रहते है हिमालय में वो हैं प्रकृति प्रेमी,,, कुछ लोग तो देवभूमि को भोग भूमि बना चाह रहे हैं। अभी तो लैंड law ki demand है उत्तराखंड में आगे सभी हिमालय राज्यों की तरह और लद्दाख की तरह 6 शेड्यूल की डिमांड भी करेंगे।

संविधान की उचित व्याख्या पढ़ी होती तो यह चलचित्र नही बनाते। उत्तराखंड मांगे भू-कानून 👊

आपने आधा सच बोला है बाबा जी. कुमाऊ में बाहर के बिल्डर्स ने 200-300 नाली ज़मीन बहुत सस्ते दाम में खरीद ली है. उसी ज़मीन को में उसने बड़े-2 रिजार्ट बना लिये हैं. वो अपने लिये घर नहीं बना रहे हैं. वो यहां की ज़मीन से व्यवसाय कर के लाखों करोड़ों का धंधा कर रहे हैं. दूसरी बात यहां से जब कोई बाहर महानगरों में नौकरी के लिये जाता है तो वो एक छोटे से कमरे की चाहत रखता है. उससे ज्यादा वो बना भी नहीं सकता है बाबा. आप भी यहां अपना घर बना सकते हैं, रोक कौन रहा है लेकिन यहां की पूरी ज़मीन को बहुत सस्ते दामों में खरीदकर, बाद में उसी को महगें दामों में बेचेगें तो आप ही सोचिये कि क्या आप सही कर रहे हैं बाबा?

भाई साहब उत्तराखंड बनने से पहले यह क्षेत्र उत्तर प्रदेश का ही हिस्सा था तो फिर प्रदेश बनने से पहले यहां रहने वाले लोग बाहरी कैसे हो गए यह भेदभाव क्यों ।

अरे भइया दिल्ली और उत्तराखंड को क्यों कंपेयर कर रहे हो ? ऐसे तो कल आप नॉर्थ सेंटिनल आइलैंड पर चले जाएं जमीन लेने। भाई पहाड़ी राज्य अलग इसीलिए दिया गया क्योंकि हम अपना अलग कल्चर ,जगह etc को प्रिजर्व कर सकें,क्या फायदा हुआ हमारा इतनी लड़ाई लड़ के अलग पहाड़ी राज्य बनाने का ?

जितने अधिक लोग पहाड़ पर जाएंगे, यह उतना ही अधिक विनाशकारी होगा, 1.25 नाली की अनुमति है लेकिन 3 - 4 नाली लोग परिवार के नाम पर खरीद रहे हैं , ये ग़लत है, आप इस बारे में क्या सोचते हैं?

Mere ek dost ki family last 50 saal se ghaziabaad mainnreh rahi hai. Aur uske father Haldwani se belong karte hain. Ab usne dono jagah jagah le rakhi hai. Uske father ne abhi 2017 ke aas paas 4 lakh ki zameen li haldwani main jo ab 1 crore ki hai. And ghaziabadain bhi unke 3 ghar hain. To kya usko hum ghaziabaad se bahar nikal dain? Jo jahan rehta hai wo wahan ki economy main contribute karta hai. Koi ghar main factory khol ke pollution to karta nahi hai.

Rajan Bhai fully support u.There should not be any biasness based on region. Uttam nagar has most of PPL from uttrakhand.but I agree to one fact only PPL who love nature will love such secluded place,close to nature.

हेलो राजन, बहुत सही बात कही आपने, ये पहाड़ी लोग यहां दिल्ली में क्यों बस जाते हैं। यहां कॉलोनियों की कॉलोनियां इन लोगों की बसी हैं। ये लोग ये क्यों नहीं सोचते कि हम जैसे लोग जब वहां पर रहने जाते हैं तो वहां के विकास में योगदान भी करते हैं।हम ज़मीन लेंगे तो राजस्व आएगा सरकार को। जिस राजस्व से सरकार विकास कार्य करती है। पहाड़ों का व्यसायिकरण भी पूरी तरह से गलत है। हम बस पहाड़ में 100-200 ग़ज़ ज़मीन पर छोटा सा आशियाना बनाना चाहते हैं। और पूछो इनसे एक एक नाली जिसकी वाजिब कीमत 3-4 लाख है उसका ये लोग 15 लाख मांगते हैं। सोचते हैं दिल्ली वालों के पास अंधा पैसा है।

I am from Pune last year I encountered a similar situation in Kumaon where me & my wife wanted to settle for a peaceful life...Have given up the idea of buying land in Uttarakhand... Will prefer to stay in a rented accommodation in Kumaon.Neverthless my best Wishes

Totally agree on this point. Any indian can settle anywhere. There is no boundation. Ofcourse Nature needs to be respected and protected. I agree too much commercialization in one particular area can creare problems so govt should regulate sale of land on that basis. Problem is unorganized settlement or extreme settlement in one area.

Rajan buddy ..I love your content and videos ..but the actual facts is any person, including an outsider, can purchase land in Uttarakhand, subject to certain conditions. The land can be purchased for residential, commercial, or industrial purposes, but agricultural land can only be purchased by locals.

I have purchased Land near Chamba TIhri, and I faced the same situation there, even there are sign bioards on Dhara (water Source) that outsider are not allowed, very disappointing

Brother ,I am a nature lover since childhood. You are thinking this "bhoo kanoon" from personal perspective...but the 1st priority is to conserve himalayas and our mother nature. Persons like you and me may not spoil nature and keep the hilly areas clean and conserve it. But for majority of outsiders, their 1st priority is making money, the same people who have made NCR extremely polluted and congested, the SAME PEOPLE if not CONTROLLED they will make himalyas like HELL. They don't follow building & construction rules ,make concrete buildings ,guest houses, hotels, restaurants and put load on hills. Think it as a responsible citizen, these rules are for conserving our MOTHER NATURE, and for good of our ENVIRONMENT...pahado me bhi temp bad rha hai due to over construction and our rivers are getting polluted day by day... Recent example is RISHIKESH, where lacs of tress have been cut recently, and the temp have increased there... Aap or mere jaise log sabhi jgah nhi hote. Government must think and take action for overall BALANCE & PROTECTION of Beautiful himalayas 1st, otherwise in few years pahado par bhi fresh air or sukoon nhi milega

Thanks for explaining your views in the video. I feel "Bhu-Kanoon" will control unregulated sale of land to each and every outsider, but bona-fide citizens of India (verified persons) will have some limited freedom to buy residential land in Uttarakhand. I had been planning to buy agriculture land in Uttarakhand, but my dream and plans have been shattered by the recent ban on purchase of agri land by outsiders. Now I have strong dislike for such a situation. How can you throw your hard earned money to local persons when situation is untrustworthy and general atmosphere anti-outsiders? Tourists have no attachment to the place they visit, they are always looking for fun and frolic (mauj masti) and they create more filth and pollution. Any one who buys land gets attached to the place and maintains its sanctity. That is my feeling. Any investment by outsiders whether in Uttarakhand, Haryana or U.P. or any other state of India, surely brings prosperity for the local people. Moreover local people don't pay fair price to their fellow native sellers, only outsiders pay fair price, thus local sellers get more benefit. Uttarakhand people will not stop moving to other states for better opportunities/facilities, and outsiders would be barred from settling down in Uttarakhand, so ultimately the state of Uttarakhand will be become more and more "veeran'/jungle. Besides protection of financial interests of local people, one of the major concern of the local people is to retain demographic (ethnic) balance of the population in Uttarakhand. It is understandable, but total ban on sale of agriculture land is not correct. At least serving or retired persons from govt. sector and some other acceptable criterion should be there to allow the outsiders in agriculture sector as well, may be with some area limitations or with provision of very long terms lease like 99 years or 50 years lease. That will allow benefit of better climate to outsiders and some job opportunities to local workers,. Harnam Singh, New Delhi..

100% correct. Even migration helps in mingling of different culture and resultantly values & beauty of that culture evolves. Urbanisation also helps in economic improvement. Large industrial activity may be regularised instead of banning buying agriculture land.

Uttarakhand mai zameen kharidne par koi rok nahi but limited land khareed sakte hai.. in 2007 250 sq meter was the limit. Aajkal log yahan manchahi land purchase karke hotels, resort, guest house bana rahe hai.. which is harming nature and culture of uttarakhand. Look at mussoorie, rishikesh, haridwar and nainital.. look at the crowd and congestion in the city.. yeh sab ho raha hai.. road mai chalne k jagah nahi hai.. ghanto tak traffic jam rehta hai just because of the hotels, restaurants, guest house beside road. So this is necessary to preserve the culture and nature of uttarakhand.

दिल्ली में 360 village है और दिल्ली के साउथ दिल्ली में ही छतरपुर में 12 गांव के है जिसमें aya nagar गांव में भी 200 से 300 घर अकेले उत्तराखंड के लोगों के हैं तो क्या अब हम गांव वाले इन सभी उत्तराखंड के लोगों को विरोध करें, यह कैसी मानसिकता होगी तो उसी तरह उत्तराखंड वाले लोगों को भी बाहर से आए लोगों का स्वागत करना चाहिए।

Himalayan states do need special protection to fight the demographic changes. Carrying capacity of himalayas is not the same as that of the plains and other areas... all the areas are nit same and can not be dealt in the same way... You should know why Uttarakhand was created before saying ye sabka hai koi bhi zmeen le sakta hai etc etc... I watched your full video and wish to say that both sides have their valid points and concerns!!! But since you are getting unreasonable amount of hate, I too as a "Baharwala" (Since they no longer consider us Fellow Indians and more importantly as human beings just because we want to Buy land and Live in Uttarakhand) must share that Not just Delhi even Mumbai, Pune, Bangalore too are full of people From Himachal and Uttrakhand... They are leaving their own villages and pristine mountains(Over 16000+ Ghost Villages, Where do these haters think they are living now?) and wanting to benefit from all that these Maidani places offer!!! and like you said adding to the Traffic and equally consuming the same resources of the Maidanis!! If this kind of bias continues then the Govt. will have to pass laws to be fair to all that people from states that do not allow "Baharwalas" from buying land will also not be allowed to buy land in any other States where they are Baharwala!!!! then they will definitely not like it since most will have to come back to these Ghost Villages that they left!!! Also came to know that majority of People in Uttarakhand are also not the Mool Niwasi and are people who have come from so many other far of states like Rajasthan too. Having said that I must agree with the "Mool Niwasi" "Children of the Soil" that the Bharwalas # are destroying the once Pristine lands and rivers of Uttarakhand and making it like the very Polluted, Over populated, Resource Burdened Slowly Suffocating Places they are coming from... # are Mercilessly Exploiting the lands, many are swallowing up 10s and 100s of Nalis not because they are in Love with the Place, People and their culture but because they are mostly land sharks buying lands for peanuts from the Mool Niwasis, cutting down trees and then Either > selling them as Individual plots ate very very high prices, Or > building multi-story apartments that are very bad for the Mountains just for their own profits with no respect for Nature, Land, Water Bodies etc, Or > they want to do make multiple resorts so that they can make money (They Employ the locals for cheap and make them think they are getting work because these Baharwalas and thus must sell more lands to them) all of the above which are a huge burden on the mountains soil and resources... and when all the lands are consumed and exploited they go in hunt for other places to do the same. # Its heartbreaking to see that there is not a single place river, stream where People have not littered with Plastics, Bottles, Paper and what not!!! # etc etc. But here I will request the Mool Niwasi, that Instead of Bhoo Kaanoons that ban outsiders from buying land which can backfire on People from Uttarakhand living in other states and also may affect the growth of the state that is possible with the help of Baharwalas who truly love the Mountains, Rivers, Lakes, Plants and Animals and who Respect for the Mool Niwasis and their culture, they should demand very strict Bhoo Kaanoons that Prevent selling of lands to land sharks/human leeches For example In my opinion # Mool Niwasi Must not become greedy and sell land to land sharks or polluting/exploitative companies!!! # Majority land must be reserved Green/forest and protected land. (Like Bhutan has) # Forest Lands cannot be converted to agricultural or any other commercial use. Even if it is barren after forest fires cause all forests can be restored. (Many forest fires are set-up by the land and timber mafia) # Land sold to Baharwalas can be used only for Residence and Non-Industrial activities only. # Lands for agriculture should not be allowed to be converted for commercial use even if its barren cause that too can be restored. # Gated Colonies will need to follow strict guidelines like only 40% of land should be allowed for residential construction and all houses must equally distributed so as to have sufficient/ distance between them with no multi-storey construction allowed. # Private Borewells should be banned. (and allowed only with depth and other restrictions and only if Govt water is not available) # Segregation of waste and Dry waste Recycling and Wet waste Composting must be Mandatory. # Use of Rainwater Harvesting and Solar water Heaters must be made Mandatory (Like in Bangalore) # Max Number of People that can be sustained by the Mountain Slops/Terraced/land must be determined based on amount of Water, Electricity Resources, Roads and on minimizing traffic, per per kilometer so that necessary restrictions can be imposed for the well-being of all. # Parking on Roads to be allowed only for Mool Niwas that too in extreme circumstances, Bahawalas should be allowed to own cars and heavy vehicles if they have a place to park, no parking on the roads. # House/Residence/building Cannot be more than G+1 (Like Traditional Houses) and not more than 25ft Cannot cover the skyline and restrict sunlight to others # House Construction must accommodate the trees. Trees must be counted and marked in each land so any tree cut can easily be detected. # Strict punishment to those causing Forest Fires. People must be taught how to make things with Pine Needles thus they will not burn it because they can make a living with it. # Restoring Prey Populations for leopards and tigers and fruit trees etc for Monkeys in Remote Forests so that they dont need to venture to Human Habitation and thus less Human Animal conflicts. # Ban Diesel Heavy Vehicles - and old ICE vehicles over 15 yrs # Electric Public Transport cabs/autos must be encouraged and supported with more charging points and increasing Vehicle life from 15 to 25 or more years of Life for Green EVs/Hydrogen vehicles. Very strict Tourist Kaanoons (Govt can make lot of money from the challans) # Any one caught littering should be be fined heavily. # Ban of Plastic and non biodegradable bags. # Ban of Old Vehicles entering UK any way that just so points my little mind could come up with. In short No Place Need Leeches!!! Only the deserving should get it. I myself wanted to settle in the God Given Mountains of Uttarakhand, so i could not just live a healthy life but also contribute in every way possible to the People Plants and animals around... but sadly because of the other Baharwalas i am unable to even afford land there for a house with little land for children to play and some kitchen garden.
