Correct, once a character has accrued the 5 points you visit Ellet at Castlefront St and their last personal potential is unlocked.

Have you unlocked all the characters including the 5 secret one's? Musaad doesn't even become available until you beat the game and start a new one

@@aanxcarlos8171 Yes, you acquire 50 of them just by playing the game to the end but you have to unlock 5 others separately - Musaad (Scout), Lynn (Shocktrooper), Audrey (Lancer), Knute (Engineer), and Emile (Sniper)

I figured out what was wrong I have to unlock all characters and potential and then start a new game plus then I was able to get the decoration you also have to unlock they future stories in their bio

Yes you do have to reach the flag and complete the mission for the characters to receive the points.

There is a pool of about 12 Battle Potentials that are mostly unique to each unit class (I say mostly because both Lancers & Snipers can get Ammo Refill) but each individual character gets a combination of 4 specific BP's set by the game that are always the same one's.
