Don't know if it's real but I do know there is a traffic warden in Manchester, UK like that. My sister was legally parked but he was going to give her a ticket so she said she was legally parked and he can't give her a ticket. At that point, he said he'd give her a ticket for her attitude. So she gave him some attitude and told him to f*** off or she'd call the police and told him what a knobhead he was.
