It probably highly favored Blizzard in this scenario but ended up rolling Frostbolt, which with Polymorph probably had similar chances. This kind of card most likely never has 0% chance of casting any spell from its pull (unless there are literally no targets). This way it's "balanced" because once in a while you will have a whiff like this.
