"A cell phone video posted to RU-vid this week shows a St. Paul police officer roughing up a black man who was apparently doing nothing more than sitting in the skyway, waiting to pick up his kids.
At 9:43 a.m. on January 31, police were summoned to the skyway in downtown St. Paul's First National Bank Building on a report of a man loitering. The video footage shows an officer asking the then-27-year-old man to provide his name.

***** Unless the officers in question had probable cause he had or was about to commit a crime, they had no reason to request he show ID, detain him, or much less arrest him! I got held at gunpoint today by the cops because someone said a tall black man robbed a store. So they pulled me over, made me get on the ground, and put me in the back of a police car. All they needed was ONE description tall and BLACK. THANKFULLY THEY LET ME GO.

SelfMadeMan_ People just don't understand... if the cop has you for a crime, they are going either arrest you or give you a citation/ticket or whatever... if they are simply talking to you, they are just looking for more things to get you in trouble. Nothing you say is going to be like "Oh, it's okay that you were breaking the law, I'll let you free today." It's not like crying for a traffic ticket, the cops are looking for him to ID himself on the hope that somehow he has a warrant out or something... but he hasn't done anything wrong to justify forcing him to do that.

When cops are held personally responsible for their actions (misconduct), this would happen a lot less. Whenever a cop screws up and losses a civil case brought against him/her, it's the taxpayers not the cop that pays the price.

+Cee Bee Depends on where you live. I have heard there are some places in this country where they have a law that you must provide your legal name if a cop asks or they can arrest you. They can't make you give them your ID though unless you are suspected of a crime. It's important to know the local laws where you live regarding this.

Me as an 11 year old white person, it still makes me cry when the kid cries. If I was there... I would go over and risk my life. Sociopath's are created by society breaking their internal empathy switch. Psycopathy is a genetic condition in wich the empathy switch is in default off position. Functionality is determined by early development of cognitive memories, basically the shit you're taught between 3 years old and puberty, when your neural construction is refocused to a new building pathway. Firstly the woman cop showed what happens when race drives your position. She knew he broke no law but that was secondary to his blackness. Secondly if either of them has a mate outside the force they're being cheated on. That big goof yelling & handling dude in front of his kids is classic I'm showing out behavior. The only thing Lurch got right was he's not a brother. He's actually a monster who does need a badge or a girlfriend to produce other lil goofy racist. She needs to be fired & he should be arrested for posing as a real man. Officers this is why you're not trusted & ridiculed. When I was a child, my parents told me if I am ever lost or feel threatened to find the nearest police officer and ask for help. That was in the late 1950s when cops were thought to be the good guys. My son was born in 1979. I told him if he was ever lost or felt threatened to find the nearest police station and ask for help. Why the nearest police station and not officer? Because I felt that out of a whole station there would be at least one that would help him. What do I tell my grandson?

For more context: The man's name is Christopher Lollie. This occurred in St. Paul, Minnesota Sept 2014. Lollie was indeed picking up his children from daycare when he was violently taken down, tased, and arrested on a multitude of charges (basically resisting/obstructing/bla-bla-bla). The charges were dropped, but the officers were never fired or even disciplined, and St. Paul PD didn't return Lollie's cell phone for 6 months. Lollie settled with the City of St. Paul for $100,000 Feb 2016.

Apparently when you tell cops "I know my rights" and you begin to state them, that's a trigger for the cops to become irritated and start using force. They don't like it when you can actually prove your innocence right on the spot while at the same time showing up their stupidity and obvious bias in some cases right in front of their face. It's a *MAJOR* ego bruising for them when the civilian is more up to par on what is legal versus illegal where there law is concerned. You see, they were hoping to get you arrested and locked up from the very beginning so they could give them selves a pat on the back for the work they did that day, but instead you foil their plans by showing them how absurd the whole situation is...but they gotta meet that quota if they want that raise and promotion and so, they will deliberately escalate the situation themselves to cause you to react and so they can then charge you with being aggressive and resisting arrest. This is a tactic that they have been using for quite a while. They do it all the time, just watch how they operate. They have to simulate an aggressive situation so that they can be justified in making an arrest, or else it just wouldn't look right walking up to someone and slapping cuff on their wrists, just out of the blue. Oh yes. I'm a Black man living here in the twin city of St Paul. (Minneapolis). I too was stopped while WALKING DOWN THE STREET, on my way to work one night by 2 officers in a patrol car. They passed me by, looked at me as they were passing and I thought, "Okay here we go". Sure enough they did a U-turn, pulled up on me and asked, "Where are you headed"? When I dared to ask, 'Why? I haven't done anything wrong. Where are YOU headed"? Oh boy did they not care for that response. Next thing you know, they're out of the car, pressed me up a fence, handcuffed me, and threw me in back of the squad car. They ran my name....DIDN'T FIND ANYTHING, so they wrote me a ticket for .......J-WALKING !!!!! (was later thrown out in court).

Until the police know there is a consequence to stopping a citizen without cause these false, arrests will continue. Police do not need to see papers. It is not enough to be a suspicious person. The police must have palpable evidence of a crime to demand identification. I hope an ensuing law suit will cost the department. Shield protections must be removed when the police make a false arrest, as this was. When guilty police must pay and must carry false arrest insurance, there will finally be fewer false arrests.

I love how people are assuming if he randomly reached in his pocket at any point to show his ID... that wouldn't have made things worse, and they would have left him alone. Being a submissive doesn't work against vicious people.

borrowedladder28 Cops these days demonstrate vicious behavior, and that woman was no different. Funny how you're just focusing on her...what about the other cop that got physical? They subdued the guy together. A white kid was suicidal, and his family called the police for HELP...the cops shot the kid 16 times. You can talk silly about telepathy all you want, but the facts are there.

Barbara Gordon Well, the video did conveniently go black before the physical altercation, so it's tough say what actually occurred at that point. I did hear something that sounded like a taser and yet it seemed to not suppress the man from talking further. Also, I never heard what the circumstances were prior to the female cop asking for identification. There are lapses in this video and comes across as very one sided. The problem with incidents like these that it is very hard to determine fault. It could very well be that the officers are at fault. However, I don't get to hear their side of the story. Yet, based on this lack of information many are willing to make a judgement call just like in Ferguson, MO. I was not present at the time of the incidence and something so laden with symbols for the country would never end well. Any conclusions beyond that are just the fancies of the Rorschach test you've given yourself in a situation where the full truth will never be truly known.

The link provided is broken. There could have been more details provided in the description... The man arrested is Chris Lollie.This all began when a security guard at the First National Bank Building told Chris Lollie he was sitting in a private area in the skyway and had to move. Lollie said the area wasn’t marked as a private area. The police report indicates they received a call about "an uncooperative male refusing to leave," BUT by the time he was approached by police, Chris Lollie was already walking on down the skyway to pick up his kids from New Horizon Academy housed further down. When the first officer approached him and asked him who he was, Lollie refused to provide ID saying he did not do anything wrong. Another police officer approached and immediately grabbed Chris Lollie then stun-gunned and arrested him. In front of his kids! He was booked, charged with "trespassing, disorderly conduct and obstructing the legal process"... The St. Paul’s city attorney later said Lollie had been sitting in a public area. All charges were eventually dropped. The city of St. Paul paid Lollie a $100,000 settlement. BUT "an internal St. Paul police review cleared the officers of wrongdoing"... The settlement stipulates that the payment isn’t an admission of liability, and requires Chris Lollie to give up further claims against the city and the officers involved. HE DESERVED MORE MONEY! THE POLICE OFFICERS SHOULD HAE BEEN FIRED. THE BANK WHO EMPLOYED THE SECURITY GUARD SHOULD HAVE BEEN SUED AS WELL!

I am completely against Cop brutality. Point blank. Period but seriously Young Turks? The first clip is a freaking joke. The female cop explained that they got a call about this "innocent" guy". She simply asked for his information and then he goes into " I know my rights! Its because I am black!" Couldn't he just say. "Mama, I am here to pick up my children. My name is . Here is my ID. Is there anything else?" I am willing to bet $1000.00 that she would have said, "Im sorry sir, there must have been a mix-up" and it would have been over...... Just shut up, respect the law, listen without running your mouth and there will not be trouble. Guess what? If he would have done that, they took him to jail and he caught all this on tape, then I bet justice would be served and the police officers would have lost their jobs. I am not saying that this is how it always goes but I have heard several African american people talk about the fact that most folks in that situation simply don't comply. I'm so tired of racism in this country and the media does nothing to help it get better. It always has to come down to white on black hate crimes.

CJ Rainwater here is the situation: The guy was not doing anything at all and the caller was a racists. If the caller was a racists then that still doesn't mean that the cops were. They got a call. What were they supposed to do? Not go check it out? By the way, if I had to call the cops and describe a person, I might include what they look like. "Its a 6'5" Caucasian male, wearing a black shirt". Just because she said he was "black" doesn't automatically mean she was racists, right?That helps the cops find the POI when they get on location. B: The guy wasn't just "standing around" doing nothing and was up to no good. If they were close to a school and a random guy was hanging out then sometimes people may assume that person has no business being around. I might even call the cops if I saw some random guy regardless of color walking around my sons school. Regardless of both A and B, its all about how you handle yourself. I am a white, 32 year old man. I have had plenty of encounters with the police. I DON'T mouth off, I don't get personal. I KNOW MY RIGHTS. I also know that cops put themselves in very dangers situations everyday to help protect innocent people. On the flip side of this, they are just there to do their job. They don't need or care to hear your life story or amendment rights. When I get pulled over or stopped, I am polite, friendly and I tell them what they ask for. Its surprising how things change when you do that. Again, he could have complied and if they still treated him like crap then he had video evidence of the encounter to use in a court room. NO ONE knows what happened right before this, right? Guess we will never know. That's why I don't like this clip at all. There's not enough evidence to say that these cops were racists at all but of course you have these left wing Young Turks saying "Oh my God, white on black racism"! Five African American people in TN last year kidnapped a white couple, tortured them for several days and killed them both. NO NATIONAL news outlets picked up the story. NOT ONE. Why is that? Why does the national media and Hollywood ALWAYS display the white man as the devil racists race killer. There are more black on black crimes then ever before yet things out there are so bad. ITS GETTING VERY OLD. I'm tired of the media turning everything into racism.

I can't believe this is still going on in the 21st Century. It's disgusting. No wonder I don't trust cops, though I'm not black. I can imagine being a black man, and it would scare me to death walking in the streets or driving and always worried that a cop might arrest me for no reason except the colour of my skin. I'm a gay Middle Eastern ex-Muslim, now an atheist living in Canada where I'm safe; in the USA and my ex-homeland Iran I wouldn't be safe, especially in Iran. Black people and the LGBTQ communities have it rough in Christian white supremacist bigotted countries such as Russia and the USA. Sad but true.

The guy was confrontational. All he has to do was provide his identification and he would have been free to go unless he had a warrant on him. This could have happened to anyone...not just a black person.. racial profiling is being profiled solely because of your skin color.. there were other factors involved and you cannot say that a white person acting the same way wouldn’t have been arrested as well. Watch your own bias.

I had something similar happen to me in West Farms mall in West Hartford, CT. Just watching it took me back there....but I was saved by a store owner in the mall that recognized me. He knew I used to work at another store in the mall. I didn't work there any longer but he thought I may have. So, he told the police he works here. I then said I used to work in this mall but I come here now to kill some time before I go to class. If that guy didn't vouch for me they had decided to arrest me. Simply because someone called them and said I was going in the stores to steal. They wanted to look through my bags and I told them only under the condition that everyone here is on the police report saying I didn't find anything for when I sue. Then they just let me go. People think blacks are exaggerating or playing a card or being a victim but this is something blacks deal with all the time.

It's not just a black thing. Stores are paranoid now because theft if putting them out of business. I'm a large white man and I get people hovering around me all the time trying to "talk" to me to make sure I'm not in one area alone for more than a few seconds and malls are the worst. They don't give anyone the reason of a doubt. I just show them my bag if they ask and go about my day.

Darth_Helmet We know stores are paranoid but you are pretty naïve if you think color doesn't matter. It does. The stats prove it out. Blacks are much more likely to be stopped by police while driving, stopped in the mall, and harassed in general. That isn't to say it never happens to white people. Nobody is saying that. We are saying it happens to black people at an extraordinarily higher rate. Obviously, people call the police on white people who look suspicious too. So that's not what we are saying.

Christopher Wright I understand your frustration. It is common knowledge in the black community. However, this video fails to prove that these cops did anything wrong, like many inflammatory videos before it, it only shows the police asking him questions and it doesn't show what he did to get to that point in the video. We don't get enough info to make an educated conclusion of what happened. Clips like this only water down the REAL problem that thousands of black people face. I've watched a bunch of these so called "racist cops" videos, and most of them are just proof of what the cops say, for example, resisting arrest, not cooperating with police procedure, antagonizing cops and innocent bystanders in order to get a response out of them. That is fake bull crap and actually HURTS the cause. Then you get these morons on TYT's making it even worse. If this is the best example they can find, it just simply isn't enough evidence. Like most other people, I too want to end racism, but this manipulation of the facts and only showing one side of the story will only serve to make us lose interest in the fight.

Darth_Helmet This is just disturbing man. I don't even know where to start. I have enough context to conclude a couple things from this video. If you can honestly look at that and be with how the cops treated this person I can't really say much. Yes, they cut stuff out. But the simple fact that these cops approached this man and didn't attempt to find out what was happening. All you have to do is check to see if he was in fact picking up his kids. You just can't handle this in this manner man. I'm sorry. It's horrible policing. You are saying "manipulating the facts". Please share with me what other facts that you have? How do you know the facts are manipulated and moreover why is it when a video comes out it is supposed to prove anything. What the video is supposed to do is support a version of a persons story. It isn't supposed to prove anything....so when I hear a persons account of what happened and the video supports that conclusion it usually is right on point. There is a systemic problem and pretending there isn't is not going to make the problem disappear. We live this problem every single day of our lives as an African American.

Christopher Wright Nobody is denying that there is an issue. But the issue is not "systemic" If this video is enough for you to come to a conclusion about the situation, then you are part of the problem. The cops DID try to talk to him AFTER somebody called the cops on him. And what should the cops have done? What would you do if a potentially dangerous person was refusing to talk to you and trying to escape? I have no more to say on the subject, you obviously have yourself worked up beyond reality.

There is no such thing as resisting arrest if it is an unjust arrest, you obviously don't understand US laws. There's no point to defend a cop who is not following the law they swore to uphold, puts you on the same level as them. You absolutely cannot be detained or arrested for not identifying yourself if you have not 1.broke any laws or 2. witnessed anyone breaking the law. Cops do not have the right to stop random citizens for no reason and demand id under threat of arrest, this has been ruled on by the supreme court many times!

I'm Canadian, I'm white. I just can't see RCMP escalating to that level. I pray they never do. At the end of the video it appears his kid was in view. That's pathetic, no matter what colour you are.
