It was devised as a way for farmers and miners to understand how machinery could compete with horses in terms of foot pounds per minutes lifted. 1 horse could lift 550 foot pounds per second (on average with a horse in peak physical condition.)That way when they were selling their machinery and engines farmers and miners could understand approximately how much work they could get out of one machine as compared to X number of horses.

Hitching closer to the stuck vehicle would have given a better line of draft. Gives an uplift to the vehicle. The way they were hooked the line of draft was horizontal almost slightly downwards. Possibly the horses were barefoot, so not safe to go on a hard surfaced icy road.
@killacommieformommie Friend, I said nothing against the Amish. I pointed out the horses may be barefoot so unable to go on the road and risk a slip or fall.
Excuse me, but with a down pressure in the back the rear tires could get more traction and actually help lift the front up. You obviously didn't go to engineering school. And I pulled out a lot of stuck vehicles and heavy equipment as a retired heavy equipment operator.
Looks like they had some Amish neighbors. These horses are accustomed to working as a team to pull heavy stuff. Draft horses were bred to do it. It won't hurt them to pull that SUV out & it was much faster than asking a tow truck to come out on ice & do it. If you could even get a tow truck. Which honestly this is probably the only option for the next week.
Beautiful Horsepower. My Step Dad Was Drinkin & Put His Car In The Ditch In Georgia Below My Grandparents Home. He Had To Come Get My Uncle Who Pulled Him Out With A Tractor, But We Had Horses That Could Have Been Used.
