Considering they had no control over who was using the tampered with devices, nor did they care if the explosives were detonated in proximity to civilians, I would say yes, it is more in line with meeting the criteria of an act of terrorism and a war crime rather than being a permissible act of warfare. You can't justify indiscriminately killing or maiming civilians when the targets of your attack posed no immediate threat...

And? Over 4000 explosions yesterday. Some terrorist will always be at a terrorist funeral. Some will always be in the supermarket or in a mosque or on the toilet.
