The reason it often occurs if you're close to a black hole is because the black hole can easily accelerate you to those speeds. Orbiting a black hole in close proximity usually requires very high speeds. Excuse the shoddy explanation. But If you care, this is my go at explaining it. At high velocities, the speed of light remains constant, but is relative. That is to say, if I go 50% the speed of light, and I cast a beam of light ahead of me, the light will be going the speed of light relative to me. From my perspective, I would measure that the speed of the light would be exactly 299792458m/s faster than me; it would appear *as if* the light is travelling at 150% light speed when compared to "stationary" objects. However, from the perspective of an outside observer, one of these "stationary objects", it would appear as if I am going 50% the speed of light, and the light beam ahead of me is gong twice my speed ―light speed. How does this make sense? These two observations clearly contradict each-other. That is where time dilation, as well as length contraction, and the relativistic doppler effect. As the speed of light is always constant, everything else has to shift around it: time, distance, and even the wavelength/colour of the light itself. Don't worry if this doesn't make sense, I suck at explaining. If I understand, theres no way that we could like find a way to reduce time dimatation ? theres no point where its supposed to stop ?
