Thats the beauty of these series' crossovers. Here we want what's best for Cruz and his family, but if this were shown from the PD perspective we would want to bring the gang down and then we'd agree with Voight.

Voight is like a guard dog. He may be loyal to you. He may even let you pet him. But the reason you keep him around is to attack people you don't like.

Leon gave up gang life and Voight and his squad want him to go back. This, putting him in danger? If I were Leon, I would've given the squad the finger.
