Laser Shot was toned down but adding a new Titan that fires hitscan bullets basically gave Ion a great new buff and role by proxy.
Basically, now TWO Titans have to completely respect Vortex Shield, but unlike Legion Monarch will struggle to defend its crit points. It feels like the inclusion of Monarch and Laser Shot nerf make Ion more of a close range all-rounder to Tones long range. They're more or less this games shotos.
If you want a more aggressive Ion or dont expect to run into Monarchs and Legions en masse, run Refraction Lens. It was already crazy good but the nerf to Laser Shot makes it more attractive of an option. Unfortunately, Respawn didnt seem to touch Grand Cannon enough but I think we need to wait and see if thats going to continue being the de facto best kit.
TL;DR Vortex Shield is much more useful now.
