Given the descriptions of the light flashing in the distance and the power going out. I’m almost certain that the person hitting the pole caused a transformer to explode (the big silver can that hangs off of electrical poles) causing the power to go out.

That power pole indecent reminds me of when a crazy guy hit one of those poles in Pontiac Michigan and we had to back up cuz of power lines falling than a guy with no headlights on was behind us we couldn't see him and we smashed are car into his car we where in a pickup truck so it crushed his car and only left a little dent on ours
