But the rule is that only the goalkeeper is allowed in the box. It matters not where the ball is - the attacking players and defending players are not allowed in the box. The question is - whether the ball - when it is on the line can be kicked by the defender or attacker or whether both have to leave it for the goal keeper to pick up or kick away. An attacker in the box = a free kick. A defender in the box = penalty.
