There was some news some years ago that ASI is trying to reopen the interiors of the Sun Temple by draining out the sand and thus opening the doors of the temple. Maybe thats why we see the stairs and restoration going on , also in earlier times, one could touch all the sun-dials and go upstairs near the Sun god statue and the sealed door.
