It's called a Pacific Dragon Wagon. The tanks are M5A1 Stuarts.

Each winch is rated at 60,000 pound pull each tank is about 30,000 pounds . So yes you could use two winches or double the single line and snatch block if you were doing a demo or just get on with it .

Obviously these boys didn't watch the training films. You're supposed to use both winches in tandem.
