I use special sites where you can simply download the music and drag it into my editing software which is iMovie. Then I drag in my clips over it and use the editing tools iMovie provides. Hope this helps!
Probably to get officers skill charge. When you see a snipper coming, it helps to charge your officers skills on bunkers so that the sniper gets killed fast if it attacks your army. Works if you know what you are doing.
