As you know..in erasmus mundus scholarship,some courses require IELTS, and priority should be given on the basis of first comes first serves policy..
If I'm not wrong to understand your point, you are mistaken that priority is given on first come basis to applicants. But this is not the case, so even if you apply on the last day of deadline, you'll be evaluated same as early applicants. So, I'll suggest you to get your IELTS certificate and apply together with it. I hope it clears your doubt. Feel free to ask again if not clear.
Let suppose I got this Erasmus Mundas Scholarship, then please tell me the visa process. As this scholarship covers 3-4 countries so I have to apply visa for which country?. Because many embassies are having issue in giving their appointments due to more traffic of people.
It depends which country you're going first. For example, my first country was Spain. So I applied for Spain's visa. Also, Erasmus Students are rated higher than other visa applicants so it'll not be a problem of rejection if you get the scholarship. Rejection rates are really low for Erasmus Students (in Pakistan)

It depends upon your overall profile including your experience and publications. I got selected at 3.4 but I have seen this year a selection from Bangladesh at 2.5 cgpa, but the student had many research publications.
