From December 20, 1996, here are several audio interruptions (local access alerts) from Mayor Toye Taylor of Bogalusa, LA that aired on WDSU during NBC's annual airing of "The Sound of Music" in about a 30 minute timeframe. All copyrights acknowledged. These were spaced out in 10 minute intervals after a tanker car derailed in Bogalusa (Washington Parish, LA) as it was leaving the Gaylord Chemical Facility. It seems these originated from the local cable company in Bogalusa (Charter) given the dial tones that resemble that of failing to dial out.

This is one of the only local access alerts that actually made me jump. Congrats on that.

You just found something special with this tape! This interruption is known as an emergency override system or cable override, and civil authorities, the mayor or the city could interrupt all channels on a cable system by way of telephone to deliver emergency information like here!

Glad to see a local access alert from my local area and overriding my local station WDSU, AKA channel 8

Never knew some emergency override broadcasts were done directly by a municipality's mayor instead of someone at the civil authorities office.

I know right. Most LAA/EOSs I discovered were telephoned by police/sheriff, fire, or emergency managements.

Interesting to see the mayor talk about derailing trains on every cable channel. Some Emergency Override System broadcasts can be weird.

Aye so back to bring a finding I was made aware of on Discord: Based on a newspaper article discussing problems officials were having with the system's audio published a few months before this override was initiated, the system used here may have specifically been Cadco's Civil Emergency Alert System or at least another override system by the company! Taking that into consideration, and I must emphasize the following speculation should be taken with a big grain of salt since I haven't yet gone and verified it, I've also noticed the attention tone and the static screen that keeps popping up for a split second looks and sounds a lot like the overrides from Hamilton County, South Sioux City, and Kadena Air Base. I wonder if those were from the same system or similar?

its probably a commalert system since the other overrides you mentioned used that system i think

@@eieiw32424 From the amount of scouring I've done on the web, I don't think this one and the similar ones are from CommAlert units. One of the advertisements I've seen for the CEAS describes it as having a "warble" tone, which does line up with the tones that the overrides like this one use. Additionally, reading through mentions of CommAlert on Newspapers (e.g. "County wants access to Adelphia for weather warnings" from the July 7, 1995 issue of The Stuart News), it seems like it was capable of audio-only overrides but could also make the screens go dark as well, the latter of which does not line up with the aforementioned overrides.

Fun fact: Another rail car accident at the Gaylord facility a year earlier in 1995 caused a large-scale evacuation and resulted in compensation checks being issued

That is the funniest alert tone I've ever heard in one of these. 😂🤣 I now have the mental image stuck in my head of someone tickling a plunger .😂🤣

Judging by the length, I was expecting a scenario like the 1999 Yukon tornado warning.

idk if you can see it, but pause at the right time around 0:02 and you can see what the screen could’ve looked like if it wasn’t black i think i could be wrong tho

Yeah capture cards can be wonky sometimes whenever it comes to these captures. Even with the 1/11/1999 Dayton Test & 1986 Overrides, there is a bunch of blue flashing because of the static causing the capture card to go wonky, while with the 1986 ones it’s only a blue screen shown.

It can even happen with peoples VCR’s if the tape can’t handle the static
