So fun fact: There actually is a lore reason why Waluigi is not in Smash (and never will be). In the Mario/Nintendo universe, the only Mario game to canonically happen is Super Mario Brothers 1, everything else has been a book, game, or play inspired by the people in the events in SMB 1. The exceptions are the Mario sports, kart, and party games, which are (canonically) the cast of the Super Mario acting troupe having a day off. Waluigi originally was just a friend of the actor who played Wario who was invited as a doubles partner, and then continued to hang out with the group (and later was hired to operate the boom mic when the troupe went from staging plays to filming movies). Now in the greater Nintendo Universe, the smash franchise is actually a competitive game played by denizens of the Nintendo universe that involves dueling action figures of pop culture icons. Since Waluigi is not a character on the stage, he's a real person, he has no merchandise, and that's why he's not in Smash.
