It's not entirely the same thing you mentioned, but the ABC's of death kind of did something similar. They gave some indie filmmakers and animators a letter which would be the topic of the horror short they were supposed to create (like G for Giraffe or something)

@MrBrezelwurst Years ago probably mid 2000's or early 2010's there was a TV show that had the same premise but now with so many people making indie films and uploading to You Tube. I think it would be cooler now than just a few film makers entering. But open it up to anyone on You Tube who is up for it. Then the best 10 could be put into a vote on who did it best.
