Well I will say Tashigi is 2 years older than Zoro so it's impossible for her to be Kuina's reincarnation and that Gold Roger died 3 years before Luffy was born so it's impossible for Luffy to be his son. That Dragon is certainly interesting though. He appears to have power over the weather, keeps belting out abstract high minded speeches, and though we know he's a wanted man Smoker seems to take for granted that he can't capture Dragon. I'm sure we'll learn more about him later.

I genuinely hope you guys managed to get to the arc where it does give some explanation about Dragon first in the anime before the Live Action season 2 come out. Cause with the rate on how the LA is going and restructuring the story by pushing certain plot twist way earlier (like Garp), I'm not surprised if the LA will immediately reveal all the things that we know so far about Dragon in the anime.

10:12 certainly in one piece there isn't any incarnation concept😅 , here you can see Dragon guy saying stuff like people's dream and inherited will, and oda believed in this and uses it to make parallels. So you can say kuina-tashigi and Roger-Luffy are similar but not reincarnations.

that's the way his writing makes people curious about the character of the hidden storyline, etc. what is certain is that this will continue and has only just begun....

So without spoiling anything, about the whole reincarnation thing, Rice pretty much has the right way of thinking. Dragon mentioned 3 things in this episode that "cannot be stopped" and "inherited will" was 1 of those 3. So it's moreso that rather than reincarnation

It tells a lot on what kind of guy Dragon is with Smoker reacting to him like that. It seems that Smoker respects Dragon in some way.

Inherited will, the tide of time and people's dreams. these are the main themes of the whole story of ane piece, Oda bases all his arcs and plot points in these 3 simple ideas

Yeah, get used to not getting answers right away. Oda had been mostly straightforward with a lot of his sorry telling up to this point as even though he had plans for a long story, he structured East Blue so that he can end it here if he couldn't get it published moving forward. At this point, he knows he has the time, so you're gonna start seeing things you have questions about that you won't get answers for for some time. Not gonna say how long you're gonna have to wait to get more about Dragon, but I will say you won't have long to wait before you get some other interesting things to keep you occupied in the meantime.

It is quite hard to not spoil yourself about One piece on the internet.Good luck

2 things 1. don't expect an answer on that guy anytime soon and 2. don't expect much in the way of romantic relationships especially within the crew. Oda (the creator) didn't want the story to have much of a focus on that but didn't want any romantic relationships specifically between the main crew at all

He is one of the most hyped up character in one piece . His hype is the same as mihawk, shanks etc

Every thing is connected in one piece,not even single dust can move without reason in one piece...always remember this...and also there is a reason for one piece to be this long....just list out the every questions you have in each and every episodes and you get answers for that in guture step by step....also you may think how luffyy is doing some crazy or ridivulous stuff like some cartoon character or some tom and jerry but thats also have a big reason you will know about it in almost 1050++episodes.....so dont judge this anime bad real quick....
