People just gravitated to dragon and his ideology, he's charismatic in the same way. But probably far more than the other characters we've met so far, he's got big shots following him and calling him their leader, he's the most wanted man. Meaning he's the most influential threat. And it's surprising how oda still hasn't revealed some of his powers but he's already done shanks and garp. Also considering he's luffys dad it wouldn't be a stretch to assume he's pirate king level. Possibly even stronger. Dragon himself is playing a significant part in the ongoing story, possibly tying into imu the gorosei and just battling the corruption in general. Think about how many pirates would kill or hold hostage a noble, Dragon looked past that, he views the world differently.

Did KOL realize that Garp is still active and Sengoku is retired? I’m convinced he’s playing a character at this point. Edit: I was wrong about Garp not being retired. I just inferred that he was still making moves because he’s training Coby/Helmeppo. If Sengoku is training young marines as well then he’s still in shape. Still, the whole story portrays Garp>Sengoku.

To be fair, in an SBS, Sengoku was the only marine on the roster of known Conquerors haki users. Granted Oda could've been hiding it, but I can see reasons to doubt it. Especially with the theory garp had insane armament that let him compete with Roger.

I think it's confusing because CoC was supposed to be a very special thing that only certain specific individuals have, but the lines became blurred as the series went on, so it was kinda hard to guess either way. Take into consideration that many people thought MIHAWK/ ZORO did not have it, even though their have a "conquering drive/ ambition".
Because we don’t just assume shit. It wasn’t until Wano and Conquerors coating where the series really made it seem like it was absolutely necessary to be able to fight with top tiers. There are certain reoccurring characters like Garp and Mihawk for example, who have shown little to no Haki feats whatsoever but then you have other characters with equal or less screen time like Shanks who were confirmed to have it a long time ago. On top of that it was confirmed that Sengoku had it for some reason but no mention of Garp. Blame Oda, not the people who were skeptical, because it was all in his portrayal of the characters
The dumbest part was when he was on the fence on whether Garp had advance CoC despite it being said numerous times that Garp was Roger's rival on the Navy side like how WB was his rival on the pirate side and they almost killed each other a dozen times.

Yeah Whitebeard was kicking Akainu left and right while being so sick he could not muster much Haki, had been stabbed in the chest by his son, lost half of his face and had a donut sized hole in his chest. Garp was NOT sick at Marineford all he would have killed Akainu that's why Sengoku held him down.

At this point, I think we have to assume the top players we will be seeing all have CoC haki, especially after Zoro was confirmed on Wano and we've seen Shanks and Garp use it in the last two chapters. So all of current and former Admirals, Mihawk, Blackbeard all will likely have it too... and perhaps a couple more. I'm actually most surprised that Law and King aren't confirmed users since Kidd has/had it and Doflamingo as well, and he was basically Law's personal nemesis.
Only marines confirmed to have conquerors are Sengoku and Garp. There is no guarantee admirals or Akainu have conquerors. They have powerful enough devil fruits hold their ground against top tiers. Now if there was an admiral without a DF, it would be more likely that he/she would have conquerors Haki. I'm sure Zephyr had conquerors, since he had no DF and he was still an admiral
It depends because Akainu and Aokiji changed a whole islands climate FOREVER because of their devil fruits , if its confirmed that they both don't have CoC then it proves if you have a busted Devil fruit awakening then you can compete with Adv Coc , I can almost guarantee that if you awakened WB's Gura Gura or Akainus fruit that you could probably compete with a an Adv Coc user , whether you'd win depends on the CoC User as we see right now people like Shanks , Garp and Luffy have stronger Adv Coc than Yamato and Zoro at the moment

Mihawk is just shanks with both arms. shiki lost to the top tiers but it seems like he was close, imu won the war with joyboy, joyboy gave imu ptsd to the point she/he tried to hide the fruit so hes clearly a threat they may be equal and imu is the final boss. alive 1.Imu - (2.Garp - 3.Sengoku )- 4.Mihawk - 5. Shanks - 6.Black beard - 7. Rayleigh - 8.Luffy - 9.Law - 10.Zoro I do see law and Zoro over admiral level Sanji may go here as well since hes often somewhat relative to Zoro but he seems a bit weaker atm. Money D Dragon i have no idea where to place him but hes probably high tier. and the 5 elder stars may be even stronger then Garp and Roger since they are directly under Imu in control of the world but it's unknown for now. and luffy is getting stronger but hes on Kaidos levelish and Kaido seems like a weaker yonko along with Big mom. Crocus was on rogers crew probably strong but a lack of info on him.
@@yonko_lucid rocks did lose to roger in a 1 vs 1 but all of them i put as relative not over each other and rayleigh is strong enough that b.b ran from him though he did say he could have lost that in his old age. luffy atm is around low yonko level he even needed help fighting kaido so i put him a bit lower. he just learned how to advanced haki after all so he will soon spike in power.

One thing I wished Oda emphasised on is Villians acknowledging that Luffy is the Grandson of Garp and son of Dragon more , Big Mom did once back in Fishman Island but I dunno you'd think Kaido would have mentioned Garp a lot more to Luffy , that's one thing that I like about Akainu , he ALWAYS refers to Luffy as " DRAGONS SON " it somewhat makes me feel Akainu HATES and even FEARS Luffy even more now just because he's Dragons son , you don't get that same effect from Pirates , The only time I could recall a Pirate doing this is Don Chinjao. It's just a bad habit Kol likes to slander everyone now and then. As long as shanks and sanji are in a good light. He really hates zoro cause that's sanjis rival. I was listening to bda and him a lot but the garp and marine slander in general was getting annoying. It's fairly obvious it's been stated garp was active during Rogers time and fought with him how you interpret that as garp being weak is amazing.
I think he downplays mihawk the most bcoz he dickrides shanks that much,and I love shanks too but you cannot say mihawk is much weaker than shanks,and his hate for dragon comes from that he didnt do anything so far powerscaling wise .
A vice captain in rayleigh retired from pirating is bound to be rusty. Still strong but rusty. A vice admiral that never stopped serving the marines and by nature of the military has had to maintain his physical conditioning and health at peak through all his life, because that’s what they require of us in real life; it makes sense why he’s as old as he is and still this powerful. He never took a day off. He’s either slightly stronger then his youth or equal to his prime but definitely not rusty.
How could he as an old man be stronger than he was in his youth? lol. The best thing he can do with training is just not decline as much as he would do if he didn't train. He's probably at 70% of his power in his prime
Old age chips away at the body. Garp is most definitely not in his prime. I'd say he's at 80% at the moment. Garp said it himself when he was throwing cannon balls at the thousand sunny. He said the cannon balls aren't going as fast as they used to when he was younger

I hope Oda does Garp justice and rehashes some of gods valley and even some of the clashes of Garp / Roger, Seeing "Divine Departure" & "Galaxy impact" Clash could be more insane then the flash back clash of White Beard and Roger. I've also considered as a long term theory the possibility of the marines "6 Powers" also known as Rokushiki which is commonly used by the members of cipher pol and higher ranking marines, COULD have been developed by GARP himself in his younger years... It got me thinking where or who developed these 6 powers which play a heavy role in strengthening the forces of average marines to elevate them to a level to help combat some of these pirates.

GOLDROGER pirates) to defeat the ROCKS pirates. same thing with the Marineford, they need warlords to defeat a weak and sick Yonko. And that's probably the reason why WG always send a buster call to interfere if another Yonko were to contact another Yonko because they were afraid of a Yonko alliance. They knew what will happen if Multiple Strong Pirates formed an Alliance.
