What IH fails to understand here about modern crime is the sheer amount of work that investigation entails. Most security cameras are privately owned. In the U.S. at least, there aren't municipal cameras everywhere. There might be a few here and there to tag license plates or speeders or the like, but mostly it's just traffic light sensors. So, in order to get all that camera footage, they're basically going to have to go to every business in a nearby radius and either secure the cooperation of the businesses or get warrants for the footage. And then, they have to continue finding the direction of the suspect over and over and pulling more footage in that direction. Can it be done? Yes. It's a very tedious and time consuming process however, and generally very expensive because of the labor involved in the people doing all this foot work. As a result, unless it's a high profile case most of the time it just isn't done. They just hope they get lucky and someone pulls someone over matching a description.
