Two questions: (1) Can you turn this into an iOS app? (2) Do you know if the App Store Review process allows scraping?

The App Store would likely not allow this. Your best best is to run this off a server and turn this into a progressive web app which can be used on mobile devices. This way you bypass any App Store reviews
