Sure, "Jerries" or "Jerry" was slang back in WWII to Germans but Jerry is just an ordinary name if you take it out of context. I don't think the show, Tom and Jerry had to do anything with the war. Sure, most cartoons made during those times were propaganda but I don't think Tom and Jerry was specifically used for that reason. I'm pretty sure it's just an ordinary cartoon at the time. It could also be symbolism or just conflict but it wasn't obvious, plus, it doesn't make sense to name the protagonist- who is usually a good guy- a reference to a bad name. Tom and Jerry is just a funny cartoon about a cat and a mouse conatantly fighting over eachother. Although in this case here with Werner Werman, the nickname "Jerry" is pretty fitting- even though Werman is more WWI than WWII because of the pickelhaube- than comparing him to Jerry from tom in Jerry even though their cleverness and tricks are practically the same, personality wise? Ehh not really. They're both teasers, schadenfreude or in other words, epicaricacy but other than that, I'd say other traits stray far.
