Ang gusto ni Atty. Chel Diokno ay parehas sa Japan where conviction rate is almost 100%. Ang reason for that ay ang masusing investigation na ginagawa ng mga pulis bago hulihin yung mga kriminal. Hindi sila nanghuhuli based on witness reports, dapat may hard physical evidence bago ka nila hulihin. Sa atin kasi basta suspect kahit chismis lang yung info nadedetain na kaagad ng napakahabang panahon bago mahatulan. Mali eh.
